Internet-Voting: Opportunity or Threat for Democracy?

چکیده
During the last decade, Internet-voting (i-voting) moved from the field of fundamental research to practical application. First, we will see that theoretical research provides satisfying algorithms for some of the challenges raised by i-voting and that some real world experiments have already been developed and performed. Unfortunately, in current i-voting systems, the citizen loses his/her control over the overall electoral process. Indeed, only insiders usually have access to the programming code of the application and to the servers used in i-voting. The confidence in democracy itself could be harmed by this opacity. The European Convention on Human Rights emphasizes that votes should remain secret. This can not be assured for i-voting, since it is not possible to have a booth around each computer for example during the voting process. Family voting cannot be prevented and vote buying could be a major threat for democracy. Moreover, we can not assume that the voter’s computer contains no viruses or Trojan horses. Therefore, it is optimistic to assume that the ballot transfered to the server is the one chosen by the voter. Finally, we will see that the effect of i-voting on the turnout at polls might remain marginal. E-Voting, Internet, Democracy, Recommendation, Citizen empowerment

Internet Voting: A Conceptual Challenge to Democracy
In this paper, we discuss the implications for social inclusion of the advent of Internet voting. Although the issue of social exclusion or social inclusion with regard to technological developments in the voting process is often approached as a matter of either security or turnout, we will take a broader view. Using the philosophical concept of technological mediation, as developed by Don Ihde...
متن کاملE-Voting as the Magic Ballot? The impact of Internet voting on turnout in European Parliamentary elections
Synopsis: In post-industrial societies the use of the Internet for multiple functions in commerce and government has generated debate about whether the introduction of e-voting could reduce the costs of casting a ballot and therefore promote electoral participation. The argument developed in this paper makes three claims: first, the evidence from the distribution of Internet access in the 15 EU...

متن کاملN Non-technical Risks of Remote Electronic Voting
A few years ago, remote electronic voting seemed like a good idea for the near future. Globally, voting turnout figures are dropping dramatically (Electoral Commission, 2002) and politicians are therefore trying to find ways to increase civic participation. One solution is to make the voting process more convenient by giving voters the opportunity to submit their governmental election ballots o...
متن کاملInternet Voting: Do people accept it? Do they trust it?
The widespread diffusion of the Internet and its use in everyday life has drawn attention to its possible use as an infrastructure for the implementation of voting systems. For such systems to be accepted by a large user community, they should not only guarantee the typical properties of traditional voting systems, i.e., voters’ anonymity and vote secrecy, but also offer additional advantages t...
